There’s never been any question that Apple is quite smart about getting the latest iOS versions onto people’s devices. Most recently, iOS 8.2 has been shut down by “code signing” where 8.3 is the only version that will be installed on iOS devices. Whenever someone tries to sign in with Apple servers upon installing iOS 8.2, Apple refuses to sign off the software, and that version gets aborted. This leaves only iOS 8.3 for people to install unless they can get beta iOS 8.4. If you’re running a different version and don’t want to upgrade, you’re fine, if you’re willing to deal with the glitches; until you want to update, that is. At that point, you’ll have to install iOS 8.3, unless there’s a newer version by that point.
